AICC Functions Formally Transferred to MTSB, Enhancing National Safety Governance

The national accident‑investigation function has been formally transitioned from the Accident Investigation Coordination Committee (AICC) to the newly established Maldives Transportation Safety Board (MTSB), marking a major step toward strengthening aviation and transport safety oversight in line with international standards.

According to an official notice issued by the Civil Aviation Authority, all responsibilities previously held by the AICC have now been transferred to the MTSB, which becomes the sole, independent authority responsible for investigating aircraft accidents and serious incidents in the Maldives.
The transition ensures that safety investigations are conducted free from regulatory or operational influence, an approach consistent with global best practices and ICAO Annex 13 standards.
The MTSB will oversee accident and incident investigations across the transport sector, enhancing the country’s ability to identify safety risks, issue recommendations, and support long‑term improvements. The shift also aligns with broader efforts to modernize transport governance and improve public confidence in national safety systems.
The MTSB’s mandate includes:
Conducting independent investigations into aviation accidents and serious incidents
Publishing findings and safety recommendations
Collaborating with international investigation authorities when required
Ensuring transparency and timely reporting
The establishment of the MTSB marks a major institutional milestone for the Maldives, reinforcing the country’s commitment to improving safety oversight across all modes of transport.
