As part of its ongoing terminal expansion project, Velana International Airport (VIA) has introduced a next-generation baggage handling and screening system, aimed at transforming the passenger experience and aligning the airport with global aviation standards. The new system, set to go live with the upcoming international terminal, is expected to significantly enhance efficiency, security, and passenger privacy.

A Leap in Technology and Passenger Service

At the heart of the upgrade is a fully automated baggage handling system that can process 1,200 bags per hour, with initial screening speeds of up to 20 bags per minute. The new setup includes Maldives’ first 3D Explosive Detection System (EDS), bringing VIA in line with major international hubs such as Kuala Lumpur International Airport (Malaysia) and Singapore Changi Airport.

With the current terminal facing limitations such as long queues due to security screening prior to check-in, and privacy concerns over baggage inspections in public areas; the new system offers a complete overhaul in how baggage is processed.

Key Enhancements with the New Terminal:

No Pre-Check-in Security Screening

Unlike the current terminal, where passengers must undergo a security screening process before reaching the check-in counters, the new terminal eliminates this step. This change will streamline passenger flow and reduce congestion at the terminal entrance.

Expanded Check-In Facilities

The new terminal will feature 47 check-in counters along with self check-in kiosks, offering both flexibility and speed for travelers. The check-in area will be more spacious, improving overall terminal efficiency and passenger comfort.

Three-Tiered Baggage Screening for Outbound Passengers

The screening process at the new terminal is built around three intelligent security stages, combining automation, human oversight, and global best practices.

Stage 1: Automated 3D Screening

  • Once a bag is checked in, it enters the first screening level.

  • This stage uses four high-capacity EDS (CTX) machines capable of 3D imaging, a first in the Maldives.

  • The system automatically flags items of interest and directs them for further review.

Stage 2: Operator-Assisted Screening

  • Bags flagged in Stage 1 are reviewed by personnel from AVSECOM (Aviation Security Command) and the Maldives Customs Service.

  • A total of 40 workstations, 18 for AVSECOM and 22 for Customs will be used to inspect flagged bags through a dedicated system.

  • If cleared, the bags return to the main conveyor line. Otherwise, they proceed to the final screening stage.

Stage 3: Dual-View Physical Screening

  • At this level, AVSECOM officers conduct final inspections using IATA-standard dual-view screening machines.

  • Six stations will operate for this purpose.

  • If prohibited items are identified, bags are opened in a secure, private area and in the presence of the passenger, ensuring dignity and transparency.

Improved Baggage Handling for Arrivals

Passengers arriving at VIA will also benefit from enhanced baggage services:

  • The new terminal will feature six baggage claim belts (compared to four in the current terminal), reducing congestion during peak arrival hours.

  • High-speed baggage scanning systems will allow faster processing and quicker delivery of checked luggage to passengers.

  • The arrival hall will be significantly larger, offering more comfort and space for both passengers and airport staff.

Addressing Longstanding Passenger Challenges

The baggage screening and handling enhancements are designed to resolve key challenges faced by travelers at the current VIA terminal, including:

  • Delays caused by security screening before check-in

  • Lack of privacy during manual bag inspections

  • Long waiting times at baggage claim due to limited belt capacity

By addressing these issues, Velana International Airport positions itself to meet the needs of rising passenger traffic, improve airport security compliance, and deliver a modern, seamless travel experience.

The implementation of a multi-layered, largely automated baggage handling system marks a significant step forward for VIA and aviation in Maldives. As the Maldives continues to position itself as a premium global travel destination, investments in infrastructure like these ensure that efficiency are upheld at every stage of the journey.
